Because Hussie was rushing to get the thing out by 4/13, focused exclusively on the big animations and didn't have the time to get out the regular content that would have tied things up better between Collide and Act 7. That's my guess, anyway. If Hussie needed more time, he should (and probably would) have taken it. A date is a date, and as cool as is to end exactly seven years after it started, he's missed 4/13 before and I think he'd miss it again if he truly felt ending it then would compromise the quality of the comic. Maybe Hussie just doesn't care anymore, but people who don't give a shit about their comic generally don't commission 19-minute animations for it. Personally, my best guess is it's either a fakeout ending or a poorly-executed attempt at some meta-statement about stories.

I think it's possible for there to be a middle ground between not caring at all and feeling fully motivated to finish everything off perfectly. Something along the lines of "I've done enough, I'm exhausted and have tons of other projects to deal with, let's just get this out for the iconic date and have it done with."
If it was an attempt at a meta-statement, it was the poorest and least impactful attempt I've ever seen, and I think if Hussie seriously wanted to do that, he would have done it a lot better. So that theory basically comes down to "Hussie didn't put enough effort in to convey what he wanted to satisfactorily", which isn't too far off from what I'm saying anyway. And the idea of a fakeout ending just seems crazy to me. There's no way Hussie, in his situation, would want to drag out the comic even further and put in all that effort just for the sake of tricking people.

It's what he does. He introduced twelve new characters. Twelve. And then he did it again with a three page game so that we could get to know them all when he didn't have to, for gods' sake! He introduced the concept of the Scratch and the Alpha kids and their session when he didn't have to. He did that whole ridiculous pirate quest in the Furthest Ring when he didn't have to. He apparently introduced the Cherubs when very little came of their story. The retcon quest ended up having little impact on anything, and a circumvention of Game Over could've been procured with regular time travel and would've wasted less time. The thing is, if you think Hussie didn't make a fake ending to trick people because you don't think he'd waste his time, it would be an even bigger waste of time if he didn't, because he would've apparently introduced and developed numerous elements that were never going to amount to anything. (The masterpiece, the sprites, Jade's last frog, the Zilly weapons, Caliborn's and Calliope's development.) If there's an actual ending coming that ties things up and explains a bunch of things and actually makes use of elements Hussie introduced, then it'll be less of a waste of time than what we got as an ending, because it'll mean he didn't spend his time on those things for nothing.

Yeah, even near the end, when it was clear Hussie lost his passion for the comic, he still went and created monstrosities like the ^2 sprites seemingly just to troll the fans. I would not be surprised in the least if all the loose ends were left there glaringly on purpose for several months just to trick everyone.
